Free Instant PAN IN 10 minutes through Aadhaar based e-KYC

In line with the announcement made in the Union Budget, Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman formally launched the facility for instant allotment of PAN (on near to real time basis) here today. This facility is now available for those PAN applicants who possess a valid Aadhaar number and have a mobile number registered with Aadhaar. The allotment process is paperless and an electronic PAN (e-PAN) is issued to the applicants free of cost.

It may be recalled that in the Union Budget, 2020, Finance Minister Smt. Sitharaman had announced to launch instant PAN facility shortly. In para 129 of the Budget Speech, the Finance Minister had stated, “In the last Budget, I had introduced the interchangeability of PAN and Aadhaar for which necessary rules were already notified. In order to further ease the process of allotment of PAN, soon we will launch a system under which PAN shall be instantly allotted online on the basis of Aadhaar without any requirement for filling up of detailed application form.”

The facility of instant PAN through Aadhaar based e-KYC has been launched formally today, however, its ‘Beta version’ on trial basis was started on 12th Feb 2020 on the e-filing website of Income Tax Department. Since then onwards, 6,77,680 instant PANs have been allotted with a turnaround time of about 10 minutes, till 25th May 2020.

It may also be noted that as on 25.05.2020, a total of 50.52 crore PANs have been allotted to the taxpayers, out of which, around 49.39 crore are allotted to the individuals and more than 32.17crore are seeded with Aadhaar so far.

The process of applying for instant PAN is very simple. The instant PAN applicant is required to access the e-filing website of the Income Tax Department to provide her/his valid Aadhaar number and then submit the OTP received on her/his Aadhaar registered mobile number. On successful completion of this process, a 15-digit acknowledgment number is generated. If required, the applicant can check the status of the request anytime by providing her/his valid Aadhaar number and on successful allotment, can download the e-PAN. The e-PAN is also sent to the applicant on her/his email id, if it is registered with Aadhaar.

The launch of the Instant PAN facility is yet another step by the Income Tax Department towards Digital India, thereby creating further ease of compliance to the taxpayers.

GUIDELINES--Allotment Of Instant PAN Through Aadhaar Based e-KYC

1. General scheme of Instant PAN allotment

This facility is for allotment of Instant PAN (on near-real time basis) for those applicants who possess a valid Aadhaar number. PAN is issued in PDF format to applicants, which is free of cost.

The applicant is required to type in her/his valid Aadhaar number and submit the OTP generated on the registered mobile number. Once the process is complete, a 15-digit acknowledgment number is generated. Once request is submitted, the applicant can check the status of the request at any time by providing her/his valid Aadhaar number and on successful allotment can download the PAN. The applicant will also receive a copy of the PAN in the e-mail id registered with the Aadhaar database.

2. The salient points of this facility are:

  • The applicant should have a valid Aadhaar which is not linked to any other PAN.
  • The applicant should have his mobile number registered with Aadhaar.
  • This is a paper-less process and applicants are not required to submit or upload any documents.
  • The applicant should not have another PAN. Possession of more than one PAN will result in penalty under section 272B(1) of Income-tax Act.
3. How to apply for instant PAN

  • To apply for PAN, please visit the e-Filing website of Income-tax department. 
  • Click the link- 'Instant PAN through Aadhaar'.
  • Fill in your Aadhaar in the space provided, enter the captcha and confirm.
  • The applicant will receive an OTP on the registered Aadhaar mobile number; submit this OTP in the text box on the webpage.
  • After submission, an acknowledgment number will be generated. Please keep this acknowledgment number for future reference.
  • On successful completion, a message will be sent to the applicant's registered mobile number and e-mail id (if registered in UIDAI & authenticated by OTP). This message specifies the acknowledgment number.
4. How to download PAN

  • To download PAN, please go to the e-Filing website of Income-tax department. (Url: Instant PAN)
  • Click the link- 'Instant PAN through Aadhaar'.
  • Click the link- 'Check Status of PAN'.
  • Submit the Aadhaar number in the space provided, then submit the OTP sent to the Aadhaar registered mobile number.
  • Check the status of application- whether PAN is allotted or not.
  • If PAN is allotted, click on the download link to get a copy of the e-PAN pdf.

Frequently Asked Questions (FAQs)
Allotment of Instant PAN based on Aadhaar


1. I have a PAN but I have lost it. Can I get a new e-PAN through Aadhaar?
No. This service can only be used if you do not have a PAN but have a valid Aadhaar and your KYC details are updated.

2. Are there any charges / fee for e-PAN?
No. It is completely free of cost.


3. Who can apply for Instant e-PAN through Aadhaar?
PAN applicants who have an Aadhaar number from UIDAI and have linked their mobile number with Aadhaar can apply for instant e-PAN.


4. What documents do I require for new e-PAN?
You only require a valid Aadhaar with updated KYC details and a valid mobile number linked with your Aadhaar.


5. Why do I need to generate an e-PAN?
It is mandatory to quote your Permanent Account Number (PAN) while filing your Income Tax Return. If you have not been allotted a PAN, you can generate your e-PAN with the help of your Aadhaar and a mobile number registered with your Aadhaar. Generating e-PAN is free of cost, online process and does not require you to fill up any forms.


6. The current status of my PAN allotment request status is updated as - PAN allotment request has failed. What should I do?
In case of failure of your e-PAN allotment, you may write to epan@incometax.gov.in.


7. How will I know that my e-PAN generation request is submitted successfully?
A success message will be displayed along with an Acknowledgement ID. Please keep a note of the Acknowledgement ID for future reference. Additionally, you will receive a copy of the Acknowledgement ID on your mobile number registered with Aadhaar.


8. I am not able to update my Date of Birth in my e-PAN. What should I do?
If only year of birth is available in your Aadhaar, you will have to update the date of birth in your Aadhaar and try again.


9. Can foreign citizens apply for PAN through e-KYC mode?
No.


10. If my Aadhaar authentication gets rejected during e-KYC, what should I do? 
Aadhaar authentication may get rejected due to using the wrong OTP. The problem can be resolved by entering the correct OTP. If it still gets rejected, you have to contact UIDAI. 


11. Do I need to submit the physical copy of KYC application or proof of Aadhaar card? 
 No. This is an online process. No paperwork is required.


12. Do I need to upload a scanned photo, signature etc. for e-KYC?
No.


13. Do I need to do in-person verification (IPV)? 
No. The process is completely online. You do not need to visit to any centre.


14. Will I get a physical PAN card? 
No. You will be issued an e-PAN which is a valid form of PAN. 


15. How do I get a physical PAN card?
