2022 ജനുവരി 1 മുതല് പദ്ധതി തത്വത്തില് ആരംഭിക്കും. പദ്ധതിയില് അംഗങ്ങളായി നിശ്ചയിച്ചിരിക്കുന്ന എല്ലാ ജീവനക്കാര്ക്കും (അഖിലേന്ത്യാ സര്വീസ് ഉദ്യോഗസ്ഥര് ഒഴികെ) പെന്ഷന്കാര്ക്കും അംഗത്വം നിര്ബന്ധമാണ്.നിലവിലുള്ള രോഗങ്ങള്ക്കുള്പ്പെടെ പദ്ധതിയില് ഉള്പ്പെടുത്തിയിട്ടുള്ള ചികിത്സകള്ക്ക് പണരഹിത ചികിത്സ നല്കും.
സംസ്ഥാന സര്ക്കാര് ജീവനക്കാര്, പാര്ട് ടൈം കണ്ടിജന്റ് ജീവനക്കാര്, പാര്ട് ടൈം അധ്യാപകര്, എയ്ഡഡ് സ്കൂളുകളില് ഉള്പ്പെടെയുള്ള അധ്യാപക – അനധ്യാപക ജീവനക്കാര്, പെന്ഷന്കാര്, കുടുംബ പെന്ഷന്കാര് എന്നിവരും അവരുടെ ആശ്രിതരും നിര്ബന്ധിതാടിസ്ഥാനത്തിലും സംസ്ഥാന സര്ക്കാരിനു കീഴില് സേവനമനുഷ്ഠിക്കുന്ന അഖിലേന്ത്യാ സര്വീസ് ഉദ്യോഗസ്ഥരും അവരുടെ ആശ്രിതരും ഐശ്ചികാടിസ്ഥാനത്തിലും പദ്ധതിയുടെ ഗുണഭോക്താക്കളായിരിക്കുന്നതാണ്. വിരമിച്ച എം.എല്.എ.മാരെക്കൂടി പദ്ധതിയുടെ ഭാഗമാക്കാന് മന്ത്രിസഭ തത്വത്തില് അംഗീകാരം നല്കി.
സംസ്ഥാന സര്ക്കാരിന്റെ ധനസഹായം സ്വീകരിക്കുന്ന സര്വകലാശാലകളിലെയും തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളിലെയും ജീവനക്കാര് / പെന്ഷന്കാര് / കുടുംബ പെന്ഷന്കാര് എന്നിവരും, മുഖ്യമന്ത്രി / മറ്റു മന്ത്രിമാര്, പ്രതിപക്ഷ നേതാവ്, ചീഫ് വിപ്പ്, സ്പീക്കര്, ഡെപ്യൂട്ടി സ്പീക്കര്, ധനകാര്യ കമ്മിറ്റികളിലെ ചെയര്മാന്മാര് എന്നിവരുടെ നേരിട്ട് നിയമിതരായ പേഴ്സണല് സ്റ്റാഫ്, പേഴ്സണല് സ്റ്റാഫ് പെന്ഷന്കാര്, കുടുംബ പെന്ഷന്കാര് എന്നിവരും ഇവരുടെ ആശ്രിതരും പദ്ധതിയുടെ ഗുണഭോക്താക്കളായിരിക്കും. ജീവനക്കാരുടെയും പെന്ഷന്കാരുടെയും പ്രതിമാസ ഇന്ഷുറന്സ് പ്രീമിയം 500 രൂപയായിരിക്കും.
എംപാനല് ചെയ്യപ്പെട്ട പൊതു-സ്വകാര്യ ആശുപത്രികളില് മാത്രമേ പദ്ധതി പ്രകാരമുള്ള പരിരക്ഷ ലഭിക്കുകയുള്ളൂ. എന്നാല്, ജീവന് ഭീഷണിയോ അപകടമോ ഉള്ള അടിയന്തര സാഹചര്യങ്ങളില് എംപാനല് ചെയ്യപ്പെടാത്ത ആശുപത്രികളിലെ ചികിത്സയ്ക്കും പരിരക്ഷ ലഭിക്കും.
ഒ.പി. വിഭാഗ ചികിത്സകള് പദ്ധതിയില് ഉള്പ്പെടുന്നില്ല. അതിനാല് കേരള ഗവണ്മെന്റ് സെര്വന്റ് മെഡിക്കല് അറ്റന്ഡന്റ് ചട്ടങ്ങള്ക്കു വിധേയരായ എല്ലാ സര്ക്കാര് ജീവനക്കാര്ക്കും എല്ലാ സര്ക്കാര് ആശുപത്രികളിലെയും, തിരുവനന്തപുരം ആര്.സി.സി., ശ്രീചിത്ര, മലബാര് ക്യാന്സര് സെന്റര്, കൊച്ചിന് ക്യാന്സര് സെന്റര് ഉള്പ്പെടെയുള്ള എല്ലാ സൂപ്പര് സ്പെഷ്യാലിറ്റി ആശുപത്രികളിലെയും ഒ.പി. ചികിത്സയ്ക്ക് നിലവിലുള്ള മെഡിക്കല് റി-ഇമ്പേഴ്സ്മെന്റ് സമ്പ്രദായം തുടരും.
ഓരോ കുടുംബത്തിനും മൂന്ന് വര്ഷത്തെ പോളിസി പരിധിക്കകത്ത് പ്രതിവര്ഷം മൂന്ന് ലക്ഷം രൂപ നിരക്കിലാണ് അടിസ്ഥാന പരിരക്ഷ നല്കുക.
ഓരോ വര്ഷവും നിശ്ചയിച്ചിരിക്കുന്ന 1.5 ലക്ഷം രൂപ വിനിയോഗിച്ചില്ലെങ്കില് അതതു വര്ഷം നഷ്ടമാകും. ഫ്ളോട്ടര് തുകയായ 1.5 ലക്ഷം രൂപ വിനിയോഗിച്ചില്ലെങ്കില് പോളിസിയുടെ തുടര്ന്നുള്ള വര്ഷങ്ങളിലേക്ക് കൈമാറ്റം ചെയ്യപ്പെടും.
പൊതുമേഖലാ ഇന്ഷുറന്സ് കമ്പനിയായ ഓറിയന്റല് ഇന്ഷുറന്സ് കമ്പനിയെയാണ് പദ്ധതി നടത്തിപ്പിന് ഏല്പ്പിച്ചിരിക്കുന്നത്. പദ്ധതിയുമായി ബന്ധപ്പെട്ട തര്ക്കങ്ങള് പരിഹരിക്കുന്നതിന് ത്രിതല സംവിധാനത്തിന് രൂപം നല്കും. പദ്ധതി നടത്തിപ്പ് ധനകാര്യ വകുപ്പിനു കീഴില് സംസ്ഥാന നോഡല് സെല്ലില് നിക്ഷിപ്തമായിരിക്കും.

The MEDiSEP scheme is intended to provide comprehensive health insurance coverage to all serving employees of the State Government including the High Court of Kerala who are covered under the existing Kerala Government Servants Medical Attendant Rules [KGSMA Rules, 1960] and pensioners. This also includes newly recruited employees and their family, part time contingent employees, part time teachers, teaching, non-teaching staff of aided schools and colleges and their family and pensioners and their spouses and family pensioners on a compulsory basis, and all Civil Service officers serving under the Government of Kerala on an optional basis.

മെഡിസെപ്പ് ഇൻഷുറൻസ് പരിരക്ഷ ലഭിക്കുന്നവർ
ജീവനക്കാർക്കും പെൻഷൻകാർക്കും പുറമേ അവരുടെ ആശ്രിതർ, കുടുംബ പെൻഷൻകാർ, പങ്കാളി, 25 വയസ്സാകാത്ത മക്കൾ, മാനസിക ശാരീരിക വെല്ലുവിളി നേരിടുന്ന ഏതു പ്രായക്കാരുമായ മക്കൾ എന്നിവർക്കാണ് ഇൻഷുറൻസ് പരിരക്ഷ.
ELIGIBILITY OF BENEFICIARIES
i) All serving employees of State Government including teaching and non-teaching staff of Aided Schools and Colleges by remitting prescribed premium. In addition to the above mentioned categories, employees of the universities which receive Grant-in-Aid from the State Government and Local Self Government Institutions and the directly recruited personal staff of the Chief Minister, Ministers, Leader of Opposition and Chief Whip, Speaker, Deputy Speaker and the Chairmen of the Financial Committees shall also be considered as the beneficiary for this scheme.
ii) Newly appointed employees who joined service during the policy period of three years shall join the scheme by remitting the premium from the month of joining and can avail Rupees Two Lakh per annum as Basic Sum Insured.
iii) Part time Contingent employees/pensioners and part time teachers/pensioners subject to remittance of prescribed premium. The part-time contingent pensioners/family pensioners and Exgratia Pensioners/family pensioners should execute an authorisation for deducting the prescribed monthly premium from their monthly pension.
iv) All service pensioners including teaching and non teaching staff of aided schools and colleges by deduction of entitled medical allowance. In addition to the above mentioned categories pensioners of the universities which receive Grantin- Aid from the State Government and Local Self Government Institutions and the directly recruited personal staff pensioners/family pensioners shall also be considered as beneficiary for this scheme.
🔖This Scheme envisages a cashless treatment facility.
🔖There shall be no age limit for the beneficiaries/dependants except dependant child/children.
🔖സർക്കാർ ജീവനക്കാർക്കും പെൻഷൻകാർക്കുമായുള്ള മെഡിസെപ്പ് ആരോഗ്യ ഇൻഷുറൻസ് പദ്ധതി ജനുവരി മുതൽ നടപ്പാക്കാനാണ് ആലോചന. 6000 രൂപയാണ് വാർഷിക പ്രീമിയം തുക.ഇതു ജീവനക്കാരുടെ ശമ്പളത്തിൽ നിന്ന് 500 രൂപ വീതം മാസത്തവണകളായി ഈടാക്കും.പെൻഷൻകാർക്ക് മെഡിക്കൽ അലവൻസായി പ്രതിമാസം നൽകുന്ന 500 രൂപ വിതരണം ചെയ്യാതെ മെഡിസെപ്പിലേക്കു മാറ്റും.
🔖എല്ലാ ജീവനക്കാരും പെൻഷൻകാരും നിർബന്ധമായി പദ്ധതിയിൽ ചേരണം
🔖നിയമന അംഗീകാരം ലഭിക്കാതെ എയ്ഡഡ് സ്ഥാപനങ്ങളിൽ ജോലി ചെയ്യുന്നവരെ നിയമനാംഗീകാരം ലഭിക്കുമ്പോഴേ മെഡിസെപ്പിൽ ഉൾപ്പെടുത്തൂ.
🔖ഒരു വർഷം 3 ലക്ഷം രൂപയുടെ ചികിത്സാ കവറേജാണു ലഭിക്കുക(മാരകരോഗങ്ങൾക്ക് ഉയർന്ന തുകയുണ്ട്). ആശുപത്രികളിൽ കാഷ്ലെസ് സൗകര്യവുമുണ്ടാകും. ആദ്യ വർഷം ക്ലെയിം ചെയ്യാത്ത തുകയിൽ നിന്ന് ഒന്നര ലക്ഷം രൂപ വരെ അടുത്ത വർഷത്തേക്കു മാറ്റാനാകും.
🔖24 മണിക്കൂറിലേറെ കിടത്തി ചികിത്സയ്ക്ക് ഇൻഷുറൻസ് ലഭിക്കും. 1920 രോഗങ്ങൾ അംഗീകൃത പട്ടികയിലുണ്ട്. ആശുപത്രി വാസത്തിനു മുൻപും ശേഷവും 15 ദിവസം വരെയുള്ള ചെലവുകളും ക്ലെയിം ചെയ്യാം.
മാരക രോഗത്തിന് 18 ലക്ഷം വരെ ലഭിക്കും
മാരക രോഗങ്ങൾക്കുള്ള കവറേജ്: മസ്തിഷ്ക ശസ്ത്രക്രിയ: 18.24 ലക്ഷം, കരൾമാറ്റിവയ്ക്കൽ: 18 ലക്ഷം, ഹൃദയം/ശ്വാസകോശം മാറ്റിവയ്ക്കൽ: 15 ലക്ഷം, അസ്ഥി മജ്ജ മാറ്റിവയ്ക്കൽ: 9.46 ലക്ഷം, കോക്ലിയർ ഇംപ്ലാന്റേഷൻ: 6.39 ലക്ഷം, ഇടുപ്പ് മാറ്റിവയ്ക്കൽ: 4 ലക്ഷം, വൃക്ക/കാൽമുട്ട് മാറ്റിവയ്ക്കൽ: 3 ലക്ഷം.
🔖ഒരു വ്യക്തിക്ക് ഒന്നിലധികം പേരുടെ ആശ്രിതരാകാൻ കഴിയില്ല.
🔖ആദ്യ(Dependent) ആയി Spouse (പങ്കാളി)യെ തന്നെ ചേർക്കുക(State employee ആണെങ്കിലും)

🔖നിലവിലെ DDO Log in ൽ കയറി ജീവനക്കാരൻ്റെ വിവരങ്ങൾ യഥാക്രമം ശരിയാണെന്ന് ഉറപ്പു വരുത്തുകയും, സ്ഥലം മാറിയ ജീവനക്കാർ ഉണ്ടെങ്കിൽ, അവരുടെ Data യിൽ Edit ചെയ്ത് Dept/Office എന്ന Option ൽ നിലവിലുള്ള Dept/office മാറ്റി നൽകി Save ചെയ്യുമ്പോൾ അവർ മാറിയ Dept/Office ലേക്ക് Data മാറ്റപ്പെടുന്നതാണ്
🔖നിലവിലെ ഓരോ ജീവനക്കാരൻ്റെയും / പെൻഷൻകാരുടെയും വിവരങ്ങളിൽ View/Update ബട്ടൺ ചുവപ്പു നിറത്തിലാണെങ്കിൽ വിവരങ്ങൾ പൂർണ്ണ മണെന്നും, പച്ച നിറത്തിലാണെങ്കിൽ വിവരങ്ങൾ അപൂർണമാണെന്നുമാണ് കാണിക്കുന്നത്.പച്ച നിറത്തിൽ കാണുന്ന ജീവനക്കാരൻ്റെ വിവരങ്ങൾ ഒരിക്കൽ കൂടി പരിശോധിച്ച് കൃത്യത ഉറപ്പു വരുത്തേണ്ടതാണ്.
